A hypothetical decoder buffer model for fixed bitrates conforming Moving Pictures Expert Group (MPEG) bit stream. The buffer is filled at a constant rate and emptied in bursts as the pictures are decoded. VBV allows a buffer overflow or underflow to be detected thus providing a reason for a decoder crash.
