TR-069 (TR69) is a technical report that set forth the standards for customer premises equipment (CPE) embedded code. TR69 specifications ensures DSL modem and gateway devices configuration. It provides the framework for an efficient DSL broadband infrastructure. TR69 standards is more like an internal management system that enacts management commands. The embedded code contains functions that issue those commands. The coded functions consist of: methods, parameters values, names, attributes, adding/deleting objects, rebooting, downloads/uploads, forms, etc. TR69 standards allow the subscriber to have much more control. It's specifications ensure that DSL CPE can be easily and securely configured, activated and managed from a console in a service provider's network. A service provider can update software and firmware, monitor the status and performance of the connection and do diagnostic tests all from a console in their premises. This allows the DSL service provider an efficient and cost effective deployment of services to the customer while maintaining customer satisfaction. The standard makes it easier on everyone involved in DSL business. With TR69, equipment manufacturers know what specifications to design their products around and DSL service providers can be confident that the equipment they purchase will perform all necessary functions.

“…A protocol developed by 2Wire, a provider of broadband service platforms for the DSL market, has become the basis of a new industry standard being introduced by the DSL Forum today. The CPE WAN Management Protocol, also referred to as TR-069, creates an industry standard for the management of devices such as gateways and modems. We greatly appreciate the work of the DSL Forum and the collaborative effort of its member companies in bringing this standard to completion. TR-069 will be a key component in allowing DSL service providers to bring a wide variety of broadband services to market, helping to enable the triple-play of data, voice and media applications..”[Brian Hinman - CEO 2Wire] “…As the principal driver behind the creation of TR-069, Westell is focused on delivering manageable, more feature-rich CPE to our service provider customers. TR-069 is a key development and will allow our customers to lower their operating costs of maintaining and managing CPE devices and create more opportunities for revenue generating applications.” [George Pitsoulakis - Westell] “…TR-069 provides CPE WAN management protocol that incorporates CPE management functions into a common framework, to enable easier network management of broadband services..” [SupportSoft, Inc.] “…TR-069 provides the necessary framework for efficient and scalable deployment of new services on top of the DSL broadband infrastructure including combined delivery of voice, video and data services.” [ZyXEL Communications Corp.] “TR-069 sets rules for how customer premises equipment (CPE) communicates with other devices and how CPE is managed by a remote management system. By adding this feature, Pirelli’s management platform can manage its own CPE devices and multi-vendor devices that are compliant with TR-069. Pirelli’s Platform automates the processes that normally account for most of the OPEX burden. In addition, it serves as a tool that will enable telecom operators to rapidly activate and continuously upgrade value-added services for their broadband subscribers. In broadband access, the Company provides CPE for WAN technologies including integrated and modular access gateways, set-top boxes, multiple handsets, and a remote management system. In photonics, it leverages nanotechnologies and its use of tunable and pluggable solutions to deliver multi-wavelength components, modules and subsystems.” [Pirelli Group - Milan ] “The company’s Broadband Plus! is the first of what should be about a half dozen similar announcements this week from DSL customer premises vendors incorporating the DSL Forum’s new device management specification known as TR 69. Broadband Plus, however, incorporates both Siemens’ SpeedStream Residential Gateway and tango Subscriber Manager. “We’re announcing our approach going from being focused on the [broadband] land grab to being able to offering more intelligent devices at the end of the network, ” said Patrick Fitzgerald, vice president of marketing for Siemens Subscriber Networks. The residential gateway, which already been part of the Siemens product line, now will come included with support for 802.11g wireless networking. Additionally, it will include significantly more intelligence than previous generous, geared to streamlining operations for carriers. “The key is focusing in on the cost model and make sure a service provider can make this a standard product for deployment, ” said Fitzgerald. “If you look at the data as it relates to wired and wireless gear being sold, we’re just at the tipping point for wireless.” [Telephony Online - By Vince Vittore] “The TR69 standard provided by the DLS Forum is a protocol for communication between a CPE and the auto-configuration serve, which enables secure auto-configuration and other CPE management functions within a common framework. Patrick Fitzgerald, VP of marketing at Siemens Home and Office Communication Devices, says the standard is vital to the industry as a whole. "It allows for greater interoperability and a greater agreement within the industry as to the importance of device management." Michael Philpott, Ovum principal analyst for broadband technologies, says the standard doesn't allow management control of non-TR69 devices, but it does enable the operator to see into the network up to the interface of those devices. He says there isn't a huge amount of CPE that is currently TR9 compliant, but adds the list should grow over the coming months.” [Telecomasia - By Joseph Waring]
